Future Jobs Fund Expressions of Interest, deadline 10 July (12pm)

" The Department of Regeneration at the City of Bradford MDC are seeking expressions of interest (EOI) from partners wishing to participate in a consortium Future Jobs Fund bid. The fund is a non-competitive resource primarily designed to provide employment opportunities lasting six months for 18-24 year olds approaching 12 months on Jobseekers Allowance; although jobseekers in unemployment hotspots in the District can be targeted as a secondary group. Wards than are classed as hotspots are Bowling, Bradford Moor, Eccleshill, Keighley South, Little Horton, Odsal, Shipley East, Tong, Undercliffe and Wibsey.

The programme will run in the District for approximately 18 months.

The Fund will provide £6,500 per new job created which must be at least 25 hours per week and last six months. The payment must cover all wage costs (based on minimum wage for the duration of the job) and all administrative and management costs.

Additionally, while there is scope in the nature of the jobs that can be created they must be additional activity and be of wider social, economic or cultural benefit to local communities. This also means that new jobs must also be created for every six month cycle.

As noted the fund is non-competitive but bids will be assessed against primary and secondary criteria. Partners are asked to complete the attached EOI proforma showing how they can meet the primary criteria of :

  • creating additional jobs for the target groups which last at least six months;
  • having social, economic or cultural benefits to communities;
  • be underway quickly;

Partners should also demonstrate how they can meet the secondary criteria on

  • unit cost and the potential to use other funds to support activity;
  • supporting an individual into employment (either through securing employment with the host organisation or increase employability skills and providing Information, Advice and Guidance);
  • demonstrating a track record of delivery on delivering jobs or support to young people in the Bradford District.

The expressions of interest should be returned to nada@tokos-solutions.co.uk by 12pm on Friday the 10th of July. The completed EOIs will be assessed by an appraisal panel to ensure they meet primary and secondary criteria and EOIs will then be aggregated into a single submission on behalf of partners. We will be seeking jobs to become available approximately three months after submission. IN ADDITION

We are keen to explore the possibility of recruiting an intermediary partner to oversee the management and administration of the fund in the District. We are asking interested partners to submit a written brief setting out their:

  • process for the management and administration of the fund;
  • the roles you would see your organisation taking on as the intermediary partner, including but not limited to managing partner engagement, ensuring quality of the opportunities, achieving outputs;
  • Additional wrap-around services your organisation can offer/provide (mentoring, IAG, employability support etc)
  • Expected costs for overseeing the delivery of the fund over its lifetime.

Following submission interested partners will be invited to discuss the role further with representatives from the Department of Regeneration. "
